Jerry Shaw (Shia LeBeouf) and Rachel Holloman (Michelle Monaghan) are framed and coerced by an anonymous caller to join a group to murder a politician. Jerry's twin brother dies mysteriously and Rachel is threatened that her son will die if she doesn't agree. The two find themselves involved in a conspiracy involving the FBI and the Pentagon.
