The story starts from Hillur, a Marathi dominated village of Belagavi district. The villagers of Hillur are fighting against the Karnataka government seeking the merger of their village with Maharashtra. However, the state government objects to the controversial board and demolishes it with police help.
Shiva, a Marathi youth from the village, the hero of the film, gets upset and raises his voice against the police as well as the administration. His lover Seema, who is a Kannadiga, supports him and both organise people against the atrocities committed by the Karnataka government.
