Like his debut film, Thirudan Police, Caarthick Raju`s Ulkuthu is a blend of two genres. It is a revenge story, involving gangsters, and set against the backdrop of a coastal town. Attakathi Dinesh plays a man with unknown identity to the neighbourhood of fisherman community. He gets closer with Bala Saravanan and on an unexpected turn smashes down Dhilip Subbarayan as he along with goons pick up a fight. This makes Dhilips elder brother Sharath, a much dreaded don and money lender for usury interests more infuriated. But surprisingly, he sooner chooses Dinesh as his trustworthy henchman. The film opens with Saravanan (an impressive Dhilip Subbarayan) stabbing an inspector in broad daylight because the inspector`s brother had not paid back a loan to our villain.
